Heritage auctions has sold MS66 1983-P 5C MS66 PCGS. That's a Non FS or full steps designation PCGS has its best specimen at MS67. So for sure a super high mint state is possible without the FS or full steps designation.

So I imagine the Full steps come from the quality of the die, or the condition of the die striking the planchet. Full steps is likely only possible from a new die, and as the die wears out the steps are not as nice and clean.

Technically MS70 is possible but I did not find any sold or available in that condition.
